Founded in 1998 by Dr. Arthur B. Keys, Jr., International Relief & Development (IRD) is one of the largest development organizations in the world, providing nearly $700 million annually in development assistance to some of the world's most vulnerable populations with a focus on building self-sufficiency and delivery of emergency relief assistance in times of crisis or disaster. IRD works in close collaboration with a wide range of organizations in the design and implementation of humanitarian relief and development aid programs, including U.S. and foreign government agencies, DoD, USAID, USDA, Department of State and DFID, in addition to bilateral and international donor organizations, international finance organizations, faith-based organizations and advocacy groups, international and local NGOs, and U.S. corporations.  IRD, which has experienced unrivaled growth over the last few years, seeks an experienced Chief of Business and Program Development to manage and lead this expansion and position the organization for continued success and leadership in the international relief and development field.

 

About IRD

 

IRD has an operating budget of over $750 million, and 4,000 employees worldwide in almost 40 different countries. In the twelve years of its organizational existence, IRD is now the single largest recipient of USAID NGO funding. Dedicated “to reduce suffering of the world's most vulnerable groups by providing them with the tools and resources needed to become self-sufficient”, IRD has distributed more than $2 billion in humanitarian assistance to Asia, Africa, Latin America, Eastern Europe, the Mideast, and the United States Gulf Coast since its inception. IRD implements programs in six core areas: democracy and governance; health; sustainable agriculture and food systems; emergency response; economic growth and trade; and infrastructure.

 

The Opportunity

 

Since its inception in 1998, IRD, with Dr. Keys at the helm, has established itself as one of the preeminent international relief and development organizations with the staff and technical capacity to provide humanitarian assistance and community development programs to disaster stricken, conflict and post-conflict regions all over the world. While IRD has achieved tremendous success securing government funding through USAID and other U.S. government departments, IRD's Executive and Board leadership seek to build upon its past and current successes by designing and implementing a growth strategy that will enable IRD to deliver more impactful results to the world's most vulnerable populations. The Chief of Business and Program Development will be a critically important component in achieving this objective.

 

The Ideal Candidate

 

To support this strategic objective, IRD seeks a Chief of Business and Program Development (CBPD). The CBPD will be a member of the Senior Management Team and will be responsible for strengthening IRD's business development efforts through the development and execution of aggressive and sophisticated business development strategies. Successful candidates will work closely and successfully with a big concept, growth oriented President. Vital to the CBPD position will be a demonstrated ability to be an effective leader and manager within the context of a fast-paced setting with rapidly changing priorities.

 

Reporting directly to the President, the Chief of Program Development will provide strategic leadership, vision and direction for IRD's business development efforts, manage the work of the Program Development Unit, work in partnership with the President & CEO, Chief of Program Operations, senior management team and technical sector directors to pursue new business opportunities that fit within IRD's growth strategy, and ensure that new business revenue goals and targets are met across all sectors with special emphasis on IRD's new Community Stabilization Sector. Additionally, the CPD will foster and nurture productive public/private partnerships, seeking new funding streams consistent with IRD's business goals. As a key member of IRD's executive team, the Chief of Business and Program Development will represent and promote interest in global development programs with current and prospective funding and/or donor agencies, including maintaining relationships with international organizations, corporate, governmental, and multi-lateral agencies.

 

Successful candidates will possess demonstrated proficiency in the following areas:

 

Knowledge

 

  • Deep knowledge of the international development and relief sector, including funding sources such as USAID, DoD, USDA, Department of State, DFID, and other bi-lateral and multi-lateral agencies.
  • Familiarity with business capture processes (i.e., intelligence collection, opportunity evaluation, business development and proposal strategies)
  • Understanding of international business development practices and strategies

 

Experience

 

  • Successful track record of maintaining core client service delivery while expanding business growth opportunities
  • Demonstrated success in collaborating with top leadership to develop aggressive and sophisticated business development strategies
  • Track record of building and maintaining successful public-private partnerships
  • Familiarity with emerging markets and economies

 

Leadership

 

  • Superior strategic visioning and planning skills with proven ability in goal setting and performance management
  • Understanding of the nuances of client relations and service delivery
  • Ability to lead the capture team process
  • Superior written and verbal communication skills
  • Strong organizational and project management skills, with the ability to manage multiple and complex assignments within a fast-paced culture of rapidly changing priorities
  • Proven leader who can effectively design, staff, mentor and manage program operations and staff

 

Qualifications

 

  • Extensive knowledge of and/or past relationships with USAID, State Department, USDA, World Bank, Department of Defense, foreign development and assistance organizations and international NGOs
  • Proven track record in securing funding across a multi sectoral environment from a variety of funding sources in addition to demonstrated success with PEPFAR funding
  • Excellent managerial and technical skills in new business and proposal development
  • Minimum of 10 years senior management experience in new business development in an NGO, international organization, or the private sector
  • Familiarity with ISO standards and project management, technical side of program development, bidding processes, development of strategic organizational alliances and development of new lines of business
  • Minimum of a graduate degree

 

The successful candidate will be expected to travel nationally and internationally as needed or required.
